Like I said, it should be in the deepest part of Ilunikamali, which is southeast of Mount Aras. Ilunikamali is one of the biggest Daedric ruins around. I expect it's swarming with cultists and Daedra, so make sure you're well-prepared before heading inside. Take what you need from the equipment chest if you haven't already. Becoming a lich involves transplanting your soul from your body to a suitable vessel. Galmyne Dobar used the Amulet of St. Raathim for the job. Constantius smashed the amulet, which should have made her mortal again. Unfortunately, due to some compounding factors, it seems that wasn't the case. The amulet is still useful to us, though.
