Some time ago, an Ordinator disappeared with the belt. The belt is the most precious relic held in the Eight-Bones Temple, second only to Muatra. I tried to keep the theft a secret for a while, hoping one of our informants would be able to locate the artifact on the black market. The ruins of Naemunbatashpi overlook the western bank of the Thirr, northwest of Othmura. Leave the town east, towards Idathren and Hlan Oek, and follow the road that runs along the river, up until you start seeing daedric ruins up the hillside, to your left. Be careful, %PCRank. The Dagon cult holed up in Naemunbatashpi is powerful, and the inner shrine is rumored to be hosting a general of Mehrunes' armies. Don't go in there unprepared. Furen Hlavel
Some time ago, we caught a prisoner during a raid on a small band of Dagon cultists. Upon questioning, he revealed his group was following orders coming from the daedric shrine of Naemunbatashpi. He even bragged that a former Ordinator had recently joined their ranks. I thought nothing of it at first -- the last words of a daedra cultist are rarely of any use.
