It's a Dwemer ruin somewhere near the village of Marog. I suggest you take the boat to Darvonis, then travel to Marog and ask the locals there for better directions.

That's the Dwemer ruin northeast of here. Follow the road north along the coast, then go right when you see a turn and follow the path southeast, past a Velothi tower. No one but members of the Imperial Archaeological Society are allowed in Chunzefk, but there were rumors that a tunnel collapsed there recently. The ruins just caved in on them. Diggers were injured and some even died. Some things would be best left alone.
