She will ensure that Ralam Hlaan sees justice through a fair court of law, rather than being thrown to the Commander's wolves. You can find her in the Imperial Commision on the western side of Bal Foyen in the manor district.

Ralam Hlaan was a Camonna Tong enforcer in his youth and committed myriad offenses, including skooma trafficking and murder. However, he has never faced justice, and is now living out a peaceful retirement. Go to Passur-Sur Lookout, northwest of Almas Thirr and northeast of Indal-ruhn. Find evidence of Hlaan's crimes and bring him to justice. I believe Kathellomar downstairs had some additional information regarding this.
