All shall become clear in due time.

Very good. I knew it wasn't going to be an issue for you, %PCRank, unlike some of the, well, less fortunate souls I've sent there. Take this reward. Our work is never done, though. I have more chores for you.

What are you waiting for, %PCRank? My patience has its bounds, you know.

Do you have the scroll, %PCRank?

The Scroll of Hitai is an ancient Daedric text that played a key role in the self-decapitation of the late Indoril Llathsa. She was among one of the few Indoril lords who refused to accept the signing of the Armistice. She, however, took rather drastic steps, even compared to her peers. You'll see that with your own eyes soon enough, though. For the moment, I need you to go to the tower of Norem and bring me the scroll. You'll know it when you see it, %PCRank.
