Doesn't matter where you get it from, but I've got a lead for you. I hope you've kept your wooly scarf from the last time you went up north. I've heard there's a helm at Tel Rivus, on the east coast of Althoa Isle. Telvanni wizards like to keep their magic treasures in vaults. I'd start by looking for that, if I were you.

Those helms are made by Telvanni armorers. Out of what, I don't want to know.
