Well... of course there are keys to the vault doors. I assume that the bailiff Thelama Salandys has one. Probably the vizier Ereven Peronys as well. You'll find both of them at the Measurehall. That tub of lard Athires definitely has a pair. You can't just stroll up to him and pick his pockets, though -- his bodyguard would cut off your arm if you tried.
