The smugglers hide out in a cave called Shamsi. Take the road out the northern gate, and follow it to the southwest. Eventually, the road will curve and you'll end up heading northwest. When you see a tall rock standing between two short rocks on the right side of the road, look for a mound on that side. That'll be the entrance to the cave.
