It sounds like you're looking for Palamat Mine. It's a sapphire mine that was abandoned after a cave-in killed many of the miners. Thus the "blue eyes" and bones. Palamat is in a canyon east of the stronghold of Yandaran, in the south of Shipal-Shin. It's been vacant for some time, so the path to it may have been covered by the sands. Be careful going out there, in case anyone else has moved into the mine since. The way down into the canyon should branch off from the road somewhat northeast of Yandaran. Is your oracle looking for Palamat Mine, n'thil? It's a sapphire mine that was abandoned after a cave-in killed many miners, so the "blue eyes" and bones would make sense. The way down into the canyon should branch off from the road somewhat northeast of Yandaran. Watch out for anyone else that might have moved in since the fellche left. Scout Dark Elf Disposition ≥ 30

If your god can bring forth riches from an unassuming stone, what else can he do? I'll return soon with an offering of my own for Zenithar. Since the days of the Seyda Neen, the Seventh Family has always dared to venture onto new paths. I sense this path of the Aedra will raise the fortunes of our family to even greater heights. Ilmyna Hlaalu Narsis, Chapel of Zenithar
Plutus Ceno promised that I would behold a wonder of the Imperial gods. Are you here to reveal it to me? Ilmyna Hlaalu Narsis, Chapel of Zenithar
The gems do add a certain flair to the altar, but you're free to take them. The miracle itself was the true treasure. And of course, you were the one who went through all that trouble to find the stone of Zenithar. Plutus Ceno
There's no use talking about that, because Ilmyna Hlaalu is DEAD and you are responsible! She was going to witness Zenithar's wonder and help the Dunmer embrace our faith, but it seems you had other plans. I hereby expel you from the Imperial Cult. Leave this place and never return! Plutus Ceno
It's no surprise Ilmyna Hlaalu would favor the Imperal Cult after witnessing such a sign. And once the local Dunmer see such a prominent figure in the chapel, they will rush to follow. Together, I believe that we've set the stage for a glorious new era of the Imperial Cult in Morrowind. You have my deepest gratitude for your services. Take this gauntlet, the greatest relic of our chapel. It was forged by Zenithar himself, and contains in it all his mastery. Plutus Ceno
I never dared hope that Zenithar would show his power so clearly. Go speak to Ilmyna Hlaalu. She looks awestruck. Plutus Ceno
Please try to find something quickly, then. Ilmyna Hlaalu is here at my invitation, and she can't wait for the treasure I've been promising forever. Plutus Ceno
Oh. Perhaps... I misinterpreted my dream. It's not like it was spelled out for me. Still, it's too late to go searching any further. Ilmyna Hlaalu is right here, at my invitation. Perhaps you could try placing this rock on the altar. Make a show of it and she might not be too disappointed, even if it's not the wonder that I promised her. Plutus Ceno
Talk to a Dunmer scout or Dunmer savant, and investigate wherever they lead you. In my vision, the treasure clearly sat on top of Zenithar's sign: an anvil. I'm not sure exactly what it will be, but Zenithar must have revealed something of great value to us. Plutus Ceno
In my dream, I walked through a dark cavern. The tunnel there was strewn with bones and an anvil sat in their midst. Countless blue eyes gazed at the anvil, for an aged man had placed a bundle of rags on it. He asked me what I saw. I said nothing but rags. Then he struck my brow with his hammer and the scales fell from my eyes. A brilliant light shone through the rags, but I awoke just as I reached out to unwrap them. I don't know what the vision is pointing us to, but a Dunmer savant or Dunmer scout might. Plutus Ceno
