Cut Short in Menaan

I met a Bosmer named Engor in the Menaan jail cell, begging to be freed before he is wrongly executed. The key should be in the tower somewhere.

Engor is a member of the Morag Tong sent to kill the governor of Menaan. If I free him, he will complete his writ to kill the governor.

I found the Menaan jail cell key.

I freed Engor the Bosmer from his jail cell. He thanked me for helping him and fled into the night.

I revealed the escape attempt to Brennan. He thanked me for informing him and had Engor promptly executed.

The governor of Menaan has been assassinated.
