An excise agent is harassing merchants down at the Old Ebonheart docks. Aetia Nemesia wants me to get him to let his latest victim through customs. She also told me not to mention I was with the East Empire Company.

20

Excise agent Ignatius Jureilius has held up the merchant Navil Drolnor in customs. He insists that Navil Drolnor needs to provide proper documentation of his kwama eggs' port of origin. He directed me to his superior Porcilla Dythos in the Harbor Offices for more details.

25

When I told Porcilla Dythos I was with the East Empire Company, she angrily told me to tell Ignatius to wave Navil Drolnor through.

30

Porcilla Dythos told me that just this once, in lieu of any paperwork, her office would accept a flat tariff based on the weight of the shipment. She thinks Yngskar Pale-Trick at the docks might be able to get the weight.

40

Yngskar Pale-Trick thinks he can estimate the weight of the shipment if I tell him how much the merchant's kwama eggs weigh.

41

I told Yngskar Pale-Trick the eggs weigh one pound each, meaning the merchant's total fee comes to fifteen gold.

42

I told Yngskar Pale-Trick the eggs weigh two pounds each, meaning the merchant's total fee comes to fifty gold.

43

I told Yngskar Pale-Trick the eggs weigh six pounds each, meaning the merchant's total fee comes to three hundred gold.

45

Ignatius Jureilius begrudgingly waved Navil Drolnor through customs.

50

Navil Drolnor paid the fifteen gold and gave me an extra fifty for helping him out.

51

Navil Drolnor paid the fifty gold and thanked me for helping him out.

52

Navil Drolnor refused to pay the three hundred gold. He will not be making port in Old Ebonheart.

55

Navil Drolnor thanked me for getting him through customs and paid me fifty gold for the trouble.

60

I turned Navil Drolnor in. The excise agent was pleased to learn about the Dwemer goblet contraband.

70

Aetia was pleased to hear that I got Navil Drolnor past the excise agent. She proposed a toast of flin.

75

I accepted Aetia's toast. She told me she was expecting Navil Drolnor all along, as she is one of his customers. He sells her taxed goods like flin at discounted rates.

77

I refused the drink. Not during work hours.

80

Aetia was disappointed. According to her, I've caused a valuable merchant to leave Old Ebonheart by enforcing an archaic system of taxation.

90

Aetia was upset that I resolved the situation by mentioning the East Empire Company. She says Census and Excise officers are sensitive to agents of the East Empire Company bossing them around.

95

Navil Drolnor is dead. There will be no getting him through customs now.

96

Ignatius Jureilius is dead. There will be no getting Navil Drolnor through customs now.

100

Aetia was pleased to hear I helped the excise agent catch a Dwemer smuggler.

I discovered an ornate Dwemer goblet inside one of Navil Drolnor's kwama eggs.

20

Navil Drolnor confessed that he is a smuggler of Dwemer artifacts. He's offered to buy my silence on the Dwemer goblet with either gold or information on his clients.

30

Navil Drolnor tells me one of his clients in Old Ebonheart is a woman associated with the East Empire Company.

35

Navil Drolnor paid me for my silence.
