Measure of a Mer

Factor Rogatus Cipius wants to partake in some unfriendly competition with the Hlaalu Council Company. He told me to replace the master weights in the Hlaalu Council Company warehouse with an altered set and bring him the originals. Their warehouse is in the eastern side of the Market Quarter.

I replaced the weights as ordered, to Rogatus's satisfaction.

I refused to break the law for Rogatus.

I lost the custom weights and was unable to switch them in the Hlaalu warehouse.
