His Eyes Are on You

I met an Argonian Legion operative named His-Eyes-Are-On-You just east of Roa Dyr. He told me that he has orders to track a Dunmer rogue named Orvas Farethan who has stolen some valuable intelligence from the Legion. He knows the thief is in Roa Dyr, but he is unable to enter the chapel himself. I agreed to find the intelligence in the operative's place. His-Eyes-Are-On-You does not care how I get it, but he advised me to be discreet since the Legion won't cover any bounties I incur.

I obtained the stolen Legion intelligence.

Orvas Farethan handed over the stolen intelligence report after I intimidated him.

I gave back the intel to His-Eyes-Are-On-You. He directed me to his superior, Olfvur Steel-Skin at the Ebon Tower in Old Ebonheart for a reward.

Olfvur Steel-Skin rewarded me with a sum of gold for returning the stolen intelligence to His-Eyes-Are-On-You.

I informed Orvas Farethan of His-Eyes-Are-On-You's intentions. He thanked me for the information and rewarded me with some gold.

I killed His-Eyes-Are-On-You.
