Incriminating House Hlaalu

Gilar Verelnim has learned that a Hlaalu named Zahabe holds a document proving that the Hlaalu Council Company has been sabotaging the East Empire Company's goods. He wants me to retrieve Zahabe's document by any means necessary, and gave me a scroll of frenzy humanoid to assist in this. Zahabe is currently in Hlerynhul. Once I have the document, Gilar wants me to give it to Quilmaro at the East Empire Company building in Old Ebonheart.
