She assumes that Garisa took it with him to Ald'ruhn, and asked me to travel there and ask him to borrow it. Once I have the Faithkeeper, Felmaru wants me to bring it to her at the Narsis Arena.

Garisa Llethri lost the Faithkeeper to an Argonian shaman named Desh-Ru. While Garisa doesn't know where he is currently, he suggested that slaves near Morrowind's southwestern border might.
I learned that Desh-Ru is hiding in a cave called Satunabi, south of the Ussiran Camp.
