When I visited Cerul Arnem, the enchanter in Port Telvannis, he was raving about some 'cacophony'. I could hear nothing, but he claimed he was too distracted by it to deal with me.

Apparently, Cerul Arnem has been feuding with the other enchanter in Port Telvannis, Turosi Salvel.

Turosi Salvel admitted he tricked Cerul Arnem into wearing a ring enchanted with a potent Sound effect.

I managed to get Cerul Arnem to take his ring off, and he realized that he had been tricked by Turosi, who had offered him the cursed ring as a sign of truce.
