I met Rother Nerevyn, an Indoril Oathman, in the Harbor Offices of Old Ebonheart. He complained that the Imperial bureaucracy would not return his confiscated cargo. Rother Nerevyn asked me to talk to Porcilla Dythos about it.

Porcilla Dythos claims Rother Nerevyn's shipping manifest failed to include three extra bottles of mazte contained in the cargo. The Census and Excise Office impounded it until a more thorough inspection of the confiscated cargo can be completed.

Rother Nerevyn believes Ragosh gro-Mathog can help correct the error in the shipping manifest. He asked me to speak with him about the extra three bottles of mazte. Ragosh can be found in the Harbor Offices.
