Milara Orvayn wants me to kill the leader of Shinathi apostates that settled in a daedric ruin near the camp of the Ussiran tribe, west of Narsis and southwest of Shipal-Sharai. First, I'm to meet with the Ussiran tribe's saharkhan, Issayazubael. I can ask the Eight-Bones Temple's apothecary Relma Sarys for directions and advice.
I've talked with the leader of the Ussiran tribe. The Shinathi are in the daedric ruins of Kaushirimilk, in the canyon northeast of the camp. Killing their leader, Massiralmidan-Shulk, will cause their cult to collapse.

I killed the Shinathi apostate leader.
Milara Orvayn thanked me for dealing with the Shinathi apostates.
