Necromancy can be illegal outside of Morrowind, though. Even in Cyrodiil, where necromancy isn't illegal per se, there are places where it's shunned and the practice has been banned. You see, the Imperial law grants a degree of legislative autonomy to cities. There are a number of cities where the local administrators have elected to ban, say, gambling or duelling in the streets...
