Hastophos Velifer reminded me that necromancy in Old Ebonheart is legal. He offered me to ask about it at the Marsh & Ellerian law offices if his words don't mean much to me. Alternatively, he suggested that we try to reach a compromise.
Outlandish Heresy
I was told by an expert on the Imperial law that even though necromancy is legal in Old Ebonheart, there are a number of cities in the West where the practice has been made illegal within the city limits. I was suggested that I speak with the Imperial Magistrate of Old Ebonheart, Belisatha Mede, who can be found in the Imperial Commission in the Ebon Tower.
Belisatha Mede initially dismissed the notion of making necromancy illegal in Old Ebonheart. However, she also admitted that she doesn't know enough about the issue of necromancy to really form a strong opinion. She said that I should take this matter to Nerasa Veran, who is the Minister of Temple Affairs, and see what she thinks. The minister can be found in the east offices of the Imperial Commission.
Nerasa Veran has fallen out of the Temple's good graces ever since she became a Minister working for the Empire. The Order of the Inquisition is even investigating her for heresy. Before she does any favors for me, Veran wants the Temple to vindicate her and have her assets seized by the Inquisition returned. She offered me to speak with Andor Orothi in Almas Thirr about this.
The Temple has agreed to do as Neresa Veran asks. Her belongings will be returned to her and the Order of the Inquisition will no longer investigate her.
Nerasa Veran agreed to put forward a motion to make necromancy illegal within the city limits of Old Ebonheart. It would make it impossible for Hastophos Velifer to practice his outlandish heresy any longer.
Lloris Dalan told me to deal with two outlanders, Cirtiel and Hastophos Velifer, whose outlandish heresy is causing trouble for the Temple. She asked me to persuade them to mend their ways. Both outlanders can be found in the city of Old Ebonheart. Since the Temple has no jurisdiction there, I was told to use extreme discretion.
Lloris Dalan thanked me for handling the situation with the two heretics, Cirtiel and Hastophos Velifer.
In an attempt to reach a compromise, Hastophos Velifer promised me that he won't offer his services to native Dark Elves anymore. However, since necromancy in Old Ebonheart is legal, he refused to give up his heretical profession altogether.
Cirtiel promised not to speak the Tribunal's name in vain anymore.
