The two heretics in question are Cirtiel and Hastophos Velifer. Temple devouts who have visited the city of Old Ebonheart have made numerous complaints about them and we simply can't go ignoring them any longer. Now, the Ordinators would love to pay a visit to these outlanders, but the Imperials would never let them enter the city. That's why I'm sending you there.
